Turmoil is the fifth expansion for Terraforming Mars and focuses on the struggle to control and advance human society on a vast, dangerous planet.

The expansion includes new corporations, new projects, and a new type of card – global event cards. These cards cover everything from sandstorms to riots to rising demand for alloys and allow for planning three generations in advance.

The Terraforming Committee is the political arena where this is managed. A new action allows players to assign delegates to different parties, where the first delegate each generation is free, while more cost 5 MC. Neutral delegates can be added via global events to represent the whims and trends of society. When a player (including the neutral one) has more delegates in a party than anyone else, that player takes over the role of party leader for that party. The party with the most total delegates is considered the dominant party, which will be in power during the next generation. It can then implement one-time bonuses and provide political advantages to whoever controls the ruling party, including 1 terraforming rating.
